NIE Networks decided, following the completion of the Cluster Methodology Review call for evidence and consultation process, to make the recommendation to the Utility Regulator (UR) to allow connection of large customer demand, network demand and storage into constructed cluster infrastructure. This recommendation aligned with the direction of the energy system evolution including the electrification of heat and transport and emphasised the importance of maximising the use of existing and future assets. In addition to this, NIE Networks also recommended several enhancements to the existing cluster methodology all of which were consulted upon. These included extending the range for the geographic extent of a cluster, standardising capacity allocation with regards to clusters, reviewing cluster designation weightings and updating the timing provision for clusters.
Please find below a link to the Cluster Methodology Review recommendations paper. This recommendations paper was developed alongside updates to the NIE Networks Statement of Charges for Connection to the Northern Ireland Electricity Networks' distribution system (the ‘SoCC’) that incorporated the recommended changes and was submitted to the UR for review and approval.

Subsequently, the UR issued a consultation in November 2023 on proposed changes to NIE Networks’ Cluster Methodology and those changes recommended by NIE Networks. This consultation closed on 7th December 2023. The UR published their conclusions paper and decision 29th February 2024.
The updated SoCC incorporating the proposed changes went live from the 1st April 2024.
